Icarus would trust anybody he met, and because of this he often got hurt. His handler thus came up with a plan to help him and created his alternate name, Raccoon. When introduced as Raccoon, he knew not to trust that person. As a result, he developed a whole new personality as Raccoon. The only way to snap him out of this new personality is to call him by his real name again.
