Like his father before him, Ulfric was a part of a tokota fighting ring from the days of his puphood until he became an adult. The scars he bears are a reminder of those darker times, and Storm developed a bit of an aggression streak due to his violence fueled past. When the ring was closed down Ulfric was deemed too aggressive and dangerous to be released into the wild, and he was put for adoption as a part of a rehabilitation program, instead of the more 'sensible' option to euthanize him. Only skilled handlers will be able to turn Ulfric's aggression into something more positive, but the TCA are confident that with the right family Ulfric can thrive.
